Special consignment is each consignment that on a particular railway line (empty or loaded railway vehicle) exceeds permissible loading gauge and/or maximum permissible mass per axle and/or maximum permissible mass per meter and/or the consignment which, by its constructional, technical or other properties does not meet the prescribed conditions for railway lines on which it operates and requires the application of special traffic and technical transport conditions.

 Special consignments assume:

• consignments that along the route or on the section of the route exceed:

 -loading gauge;

– allowed mass per axle by more than 2% of wagon deadweight or

– allowed mass per meter;

• consignments that are not secured in accordance with UIC Loading Regulations, Volume 1 and 2 and those where there is no equal alternative method of securing;

• rigid freight units loaded on two or more wagons with bogies i.e. revolving slide frames;

• flexible freight units longer than 36m loaded on more wagons without bogies;

• freight units that without transshipment may not be carried to the destination station and with mass more than 25t, or which are loaded on wagons with lowered floor (applicable only for transshipment to tracks with different gauge

•  consignments that on the portion of the route are transported by ferry and may not exceed maximum vertical inclination angle of ferry gangway;

• freight wagons with more than eight axles, if loaded;

• foreign vehicles that operate on their own wheels if not bear RIV, RIC, TEN marks or unless are marked with raster in line with bilateral or multilateral agreements;

• freight wagons loaded over permissible loading limit marked thereon;

• loaded wagons without permissible loading limit mark;

• freight wagons with exceeded inspection deadline given the validity of freight wagon maintenance raster, as follows:

                   -for loaded wagons more than 14 days and less than 6 months,

                  –for empty freight wagons more than 6 months;

• all other consignments that may be carried under special operational-technical conditions

 For the transport of special consignments in national traffic, rail carriers may request written approval from the Infrastructure Manager, whereas for the international transport they may ask for written approval from participating infrastructure managers i.e. engaged rail carriers on the route.

 The approval for the transport of special consignment shall be issued with validity period not shorter than necessary transportation time.

  Transport of special consignments is regulated by Rulebook 20 on the transport of special consignments. As for international transport, Srbija Kargo adheres to the provisions of UIC Leaflet 502 governing the procedures for approval of requests for the transport of special consignments.

 Special consignments are accepted for transport only when special technical and operational conditions are met. As for international transport of special consignments, the carrier shall adhere to the regulations of the following international agreements:

• RIV (2000) – Agreement governing the exchange and use of wagons between railway undertakings,

• RIC (2001) – Agreement governing the exchange and use of coaches between railway undertakings,

• SMGS Agreement on International Goods Transport by Rail,

• UIC Leaflet 502.

 The consignor must enter the following data in the request for transport of special consignment:

– Name and address of consignor and consignee;

– Date of loading of consignment;

– Forwarding and destination station and route (in case of export consignments, destination country, customs station and transit station should be entered);

point of loading and unloading, with an indication that there will be interruption of traffic due to the installed overhead contact line on electrified lines and with an indication of industrial siding;

– Weight of load in (t);

– Type and dimensions of load (width, height, length);

center of gravity of load and of each part of the consignment, in case the consignment is composed of more parts, as well as center of gravity of the consignment support point;

– If  the consignment is followed by the attendant.

 Consignor must enter the following data in the request for transport of special consignment on its own wheels:

– Name and address of consignor and consignee;

– Date of loading of consignment;

– Forwarding and destination station and route;

– if the consignment is followed by the attendant;

– Type of vehicle, its series and weight in (t);

– Length of the vehicle over non-compressed buffers in (mm);

– Number of axles or bogies distance between end axles, i.e. between bogie pins and between axles in the bogie;

– Axle load and weight per metre;

– Maximum permissible speed in (km/h);

– Dimensions of vehicles, if necessary inluding drawing which displays longitudinal and cross section of the vehicle with the data on its width, height and length;

– Minimum radius of curvature (R min).
